學海計畫：計畫目的與申請指南 MOE Scholarship Programs for Overseas Study
計畫目的 Purpose
教育部自民國96年起推動「學海計畫」，旨在透過經費補助與跨國資源整合，鼓勵大專校院學生接軌國際、拓展全球視野。本計畫不僅強化了我國高等教育與海外夥伴院校的交流互動，更進一步深化校際合作關係，致力於全面提升高等教育的國際競爭力與化程度。
Since 2007, the Ministry of Education (MOE) has spearheaded the "Scholarship Programs for Overseas Study" to encourage university students to engage with the international community and broaden their global perspectives through financial grants and cross-border resource integration. This initiative not only strengthens the interaction between Taiwan's higher education sector and its overseas partners but also deepens institutional collaborations, aiming to comprehensively enhance the international competitiveness of higher education.
執行時程 Implementation Timeline
經費核定 Funding Approval: 教育部每年約於5月至6月初核定各校補助經費。
出國期限 Departure Deadline: 獲補助之計畫成員須於下一年度10月底前完成出國啟程。
校內申請時間 Internal Application Period
計畫類別： 學海築夢 / 新南向學海築夢
受理時程： 每年固定於1月至2月及9月兩梯次受理申請。
重要提醒： 確切截止日期及申請規範，請以國際事務處官網最新公告為準。
校內申請流程 Internal Application Process
為了確保各系的申請順利進行，請參考以下標準作業流程：
To ensure a smooth application process, please follow the Standard Operating Procedures (SOP) below:
1. 確認系所資格與截止時間 Check Departmental Eligibility & Deadlines
學生應主動關注所屬系所公告之遴選辦法。由於各系所之申請資格與收件截止時間各有不同，請務必依系所規定之期限內提出報名。
Students should actively monitor the selection guidelines announced by their respective departments. As eligibility criteria and application deadlines vary by department, please ensure you submit your application within your department's designated timeframe.
2. 系所受理與線上遞交 Departmental Processing & Online Submission
各系所受理學生報名後，應於國際處校內公告之截止時間前，依據申請資料完成線上系統之遞交與彙整作業。
Upon receiving student applications, each department must complete the online system submission and organization of all application materials before the university-wide deadline announced by the OIA.
3. 國際事務委員會審查 International Affairs Committee Review
國際處彙整各系所之申請案件後，將提送至國際事務委員會進行最終校內審查與推薦評選。
After the Office of International Affairs (OIA) consolidates the submissions from all departments, the cases will be presented to the International Affairs Committee for final internal review, evaluation, and nomination.
義務與結案程序 Post-Selection Obligations & Completion
獲選計畫之學生須履行以下義務，以完成獎助流程：
Selected students are required to fulfill the following obligations to complete the grant process:
1. 參與行前說明會 Pre-Departure Orientation
獲選學生務必參加由國際處和系所舉辦之行前說明會。會中將說明出國期間之安全注意事項、合約簽署、以及獎助金撥付與核銷之重要規定，以確保海外研修順利進行。
Selected students are required to attend the orientation session organized by the OIA and their department. The session covers essential topics including overseas safety, contract signing, and regulations for grant disbursement and reimbursement to ensure a successful exchange experience.
2. 參與返國分享會 Post-Return Sharing Session
為促進校內國際化氛圍並傳承經驗，返國後須配合參與心得分享會。透過簡報或座談方式，將海外研修之學術收穫與文化體驗分享予全校師生，作為學弟妹之參考。
To foster an internationalized campus environment and pass down valuable experience, students must participate in a sharing session upon their return. Through presentations or forums, students share their academic insights and cultural experiences with the university community.
3. 返國核銷流程 Post-Return Reimbursement & Reporting
學生須於返國後規定期限內，提交返國心得報告並上傳至教育部系統以及國際事務處線上系統，同時備妥機票票根、登機證及相關單據辦理經費核銷作業。
Within the designated timeframe after returning to Taiwan, students must submit their final report to the MOE system, OIA online system and provide all necessary documents, including flight ticket stubs, boarding passes, and relevant receipts, to their department for final reimbursement processing.
